Authorizes Jackson city government to designate by ordinance which roads, streets, sidewalks, and bicycle paths permit motor-assisted scooter operation.

Defines motor-assisted scooter as a device weighing under 100 pounds with handlebars, at least two wheels, braking system, and floorboard, powered by a gas or electric motor not exceeding 40 cubic centimeters, with maximum speed of 20 miles per hour.

Permits scooter operation on marked bicycle paths or lanes, streets where bicycles are allowed, and sidewalks (if operators yield to pedestrians and signal before passing).

Requires scooter operators to follow the same rights and duties as bicycle riders, prohibits operation by those under driving age, and limits speed to 15 miles per hour.

Repeals the act on July 1, 2024, making this authorization temporary for the 2020-2024 period.
