Transfers $65,000,000 to the Mississippi Electric Cooperatives Broadband COVID-19 Grant Program Fund and $10,000,000 to the COVID-19 Broadband Provider Grant Program Fund from the Budget Contingency Fund.

Creates two grant programs administered by the Department of Finance and Administration in conjunction with the Mississippi Public Utilities Staff to expand broadband access in unserved and underserved areas of Mississippi.

Requires applicants to match grant funds dollar-for-dollar with nongrant monies, with primary applications capped at $6,000,000 and secondary applications having no maximum limit.

Mandates applicants spend awarded funds by December 30, 2020 (or later date specified by U.S. Department of Treasury), file monthly status reports, and repay grant funds if found noncompliant with act requirements.

Transfers any unobligated monies remaining in the grant funds as of October 1, 2020 to the Unemployment Insurance Fund.
