Establishes the Mississippi County and Municipality Emergency Relief Program administered by the Mississippi Emergency Management Agency to reimburse counties and municipalities for COVID-19 response expenses using Coronavirus Relief Fund money.

Defines eligible expenditures according to U.S. Treasury guidelines, including medical expenses, public health costs, employee payroll for pandemic response, economic support, and other COVID-19-related government expenses.

Requires counties and municipalities to submit a Request for Public Assistance, itemized receipts/invoices, documentation of other funding sources, and job descriptions for hazard pay recipients to receive reimbursement.

Allocates funds to each county and municipality based on their pro-rata share of the 2010 U.S. Census population, with initial disbursements required by August 15, 2020, and rolling applications accepted thereafter.

Allows the Mississippi Emergency Management Agency to retain up to $500,000 for program administration and requires reporting to legislative leadership and the Governor by September 1, 2020.
