Establishes the "Mississippi Public Health and Welfare Emergency Relief Act" to reimburse healthcare providers and public welfare entities for COVID-19-related expenses using federal CARES Act Coronavirus Relief Fund dollars, with an initial disbursement deadline of August 15, 2020.

Creates multiple reimbursement programs with specific funding caps: hospitals ($100 million), independent physicians ($10 million, up to $3,000–$5,000 each), independent dentists ($5 million), ambulance providers ($5 million, $3,000–$7,000 per vehicle), nursing homes ($10 million, up to $10,000 each), other medical providers ($12 million), community mental health centers ($5 million), food pantries ($5 million), and nonprofits ($5 million distributed through community foundations in grants up to $5,000).

Allocates up to $40 million for a Multiagency Procurement program to build a statewide stockpile of COVID-19-related materials (PPE, tests, medical devices), with Mississippi Emergency Management Agency, Mississippi Development Authority, and the Department of Health cooperating to contract with in-state manufacturers, including a goal of at least 5% contracting with minority business enterprises.

Establishes a $10 million Mississippi Home Corporation CARES Act Program for rental assistance to persons affected by COVID-19, and allows the Department of Health to retain up to 5% of total funds for administrative costs.

Requires all fund recipients to submit certified applications with itemized receipts, prohibits reimbursement for expenses already covered by other funding sources, and mandates the department report to the Legislature and Governor by October 1, 2020, with unobligated funds after November 30, 2020 subject to transfer by the Governor to other state agencies for eligible uses.
