Appropriates $10,000,000 from the Budget Contingency Fund to the Veterans' Affairs Board to cover eligible COVID-19 expenses from passage through December 30, 2020.

Funds are authorized under Section 5001 of the federal CARES Act for necessary expenditures incurred due to the COVID-19 public health emergency.

Veterans' Affairs Board must verify each expenditure is necessary due to COVID-19, that recipients have not received duplicate reimbursement from other sources, and that all disbursements comply with the Single Audit Act and Uniform Guidance requirements.

Agency must certify to the Department of Finance and Administration that all expenditures comply with U.S. Department of Treasury guidelines for the Coronavirus Relief Fund.

Any funds determined by federal inspectors general to have been expended improperly must be repaid by the agency or recipient to Mississippi for repayment to the federal government.
