Appropriates $10,000,000 from the ICU Infrastructure Fund to the State Department of Health to administer the Mississippi Intensive Care Infrastructure Act for the period from passage through December 30, 2020.

Requires the State Department of Health to verify that all reimbursements are for necessary COVID-19 related expenditures under the federal CARES Act and that recipients have not received duplicate reimbursement from other sources.

Mandates the agency comply with federal Single Audit Act requirements, Uniform Guidance internal controls, subrecipient monitoring, and Treasury Department guidelines for use of Coronavirus Relief Fund monies.

Requires the agency to certify to the Department of Finance and Administration that all expenditures comply with Treasury Department guidelines for the Coronavirus Relief Fund.

Holds the State Department of Health liable to repay Mississippi any funds determined by federal inspectors general to have been improperly expended, if the state is required to repay the federal government.
