Appropriates $3,000,000 from the Poultry Farmer Stabilization Grant Program Fund to the State Department of Agriculture and Commerce for administering the Mississippi Agriculture Stabilization Act through December 30, 2020.

Appropriates $9,500,000 from the Mississippi Supplemental CFAP Grant Program Fund to the State Department of Agriculture and Commerce for the same purpose and timeframe.

Appropriates $500,000 from the Sweet Potato Farm Sustainment Grant Program Fund to the State Department of Agriculture and Commerce for administering the Mississippi Agriculture Stabilization Act through December 30, 2020.

Requires the Department of Agriculture and Commerce to verify that all reimbursements are for necessary COVID-19 related expenditures under federal CARES Act guidelines and that recipients have not received duplicate reimbursement from other sources.

Requires the Department to comply with federal audit and subrecipient monitoring requirements and imposes repayment obligations on any recipients found by federal inspectors general to have misused funds.
