Authorizes Mississippi Development Authority to provide funds to ambulatory surgical centers certified by the State Department of Health for purchasing personal protective equipment and COVID-19 testing, with up to $4,000 per center ($300,000 total).

Allows ground ambulances to seek reimbursement for any eligible expenditure (as defined by federal CARES Act guidelines) up to $5,000 per ambulance ($3,110,000 total).

Increases maximum awards to food pantries from $4,000 to $12,000 per pantry for awards made on or after November 15, 2020, and increases community foundation administrative expense allowances from 1% to 1% plus up to $12,000 per foundation for paragraph (j) grants.

Reallocates $900,000 in higher education funds from the Mississippi Rural Physicians Scholarship Program to the Mississippi Development Authority for child care facility reimbursements, with the North Mississippi Education Consortium retaining up to $90,000 for administrative expenses.

Appropriates an additional $900,000 to the Mississippi Development Authority for food pantry reimbursements through community foundations.
