Amends Section 140 of the Mississippi Constitution to eliminate the electoral vote system for gubernatorial elections and instead elect the Governor by direct popular vote.

Changes the first gubernatorial election under the new system to November 2023, then every four years thereafter on the first Tuesday after the first Monday of November.

Repeals Section 141, which allowed the House of Representatives to choose between the top two candidates if no candidate received a majority of both electoral and popular votes.

Repeals Section 142, which prohibited House members from receiving appointments from a Governor they elected during that Governor's term.

Requires submission of the amendment to qualified voters at the November 2020 general election for ratification or rejection.
