Amends Section 241 of the Mississippi Constitution to allow persons convicted of felonies to regain voting eligibility after meeting specific conditions.

Requires individuals to fully discharge their sentence, including all terms of incarceration, parole, probation, and other court-ordered supervision.

Mandates presentation of certified Discharge Order from Circuit Court Judge and Discharge Certificate from Mississippi Department of Corrections to the voter registrar to restore voting rights.

Reduces residency requirements from one year statewide and countywide to thirty (30) days in state, county, and incorporated city or town.

Scheduled for voter approval on the first Tuesday after the first Monday of November 2020, with implementing legislation required at the 2021 Regular Session if passed.
