Requires commissioners to take an oath to faithfully discharge duties, abide by legislative instructions, and act only within the scope of Mississippi's convention application, with mandatory reporting of oath violations to the Joint Legislative Committee.

Mandates legislature provide written instructions to commissioners via concurrent resolution defining the scope of matters they may consider and vote on, including a requirement that each state exercise one vote and that a simple majority of commissioners constitutes Mississippi's single state vote.

Creates an eight-member Joint Legislative Committee (four senators, four representatives) to develop recommended commissioner instructions, investigate unauthorized votes, and recall commissioners who cast votes outside legislative authorization.

Allows commissioners' votes outside legislative instructions or the state's convention application to be declared void and authorizes the legislature to modify, override, or recall commissioners at any time via concurrent resolution.
