Suspends Joint Rule 40 of the Senate and House to allow drafting, introduction, consideration, and passage of a medical marijuana bill regardless of legislative deadlines.

Establishes the "Mississippi Medical Marijuana Act" to permit physicians to recommend marijuana for patients clinically diagnosed with chronic, debilitating medical conditions with whom they have a bona fide doctor-patient relationship.

Requires the State Department of Health to promulgate rules governing physician recommendations of medical marijuana and the Board of Pharmacy to promulgate rules for dispensing.

Directs the Board of Pharmacy to develop an annual, nontransferable specialty license for pharmacies to dispense recommended marijuana, with pharmacists required to dispense in person.

Amends Mississippi Code Section 41-29-139 to exempt medical use of marijuana from criminal penalties under the state's controlled substances law.
