Honors former Jackson State University President Dr. John Arthur Peoples, Jr., the first JSU alumnus appointed to the presidency in 1967, and his wife Mary Peoples for their contributions to higher education in Mississippi.

Recognizes Dr. Peoples' military service in World War II (Congressional Gold Medal recipient) and his academic achievements, including graduating first in his JSU class in 1950 and earning Master's and PhD degrees from University of Chicago.

Documents significant institutional growth during Dr. Peoples' 17-year tenure: student enrollment more than tripled, five schools were established, $108 million in outside funding was secured, and the overall university budget grew from $4 million to over $30 million.

Acknowledges major physical expansion of the campus including multiple academic buildings, dormitories, an athletics center, a library addition, and establishment of WJSU radio station in 1973 (first public radio station in Jackson).

Presents the resolution to Dr. and Mrs. Peoples on March 7, 2020, Appreciation Day, and directs distribution to JSU leadership and the Board of Trustees of State Institutions of Higher Learning.
