Amends Senate Rule 65 to allow removal of Rules Committee members representing congressional districts by a three-fourths caucus vote of Senators from that district at any time.

Requires each congressional district caucus to hold organizational meetings and elect a chairman and vice-chairman, with meetings callable by the chairman or majority request.

Maintains existing Rules Committee composition of the President (nonvoting), President Pro Tempore, and four Senators with at least four years of service, one from each congressional district.

Preserves all other Rules Committee duties and authorities related to Senate business affairs, space allocation, staff assignments, and employee oversight.
