Extends Mississippi Senate recognition to Third District Circuit Judge Andrew K. Howorth upon his retirement from the bench effective June 30, 2020, after 18-1/2 years of service.

Judge Howorth was appointed by Governor Ronnie Musgrove in 2002 and subsequently elected to five terms covering seven counties: Benton, Calhoun, Chickasaw, Lafayette, Marshall, Tippah, and Union.

Founded and presides over the Third Circuit Drug Court in 2007, which currently has 348 participants enrolled and is among the largest intervention courts in Mississippi.

Served as Vice Chair and Chair of the Conference of Circuit Court Judges and participated on the Board of Governors of the Mississippi Judicial College for continuing education curriculum planning.

Named Oxford's Citizen of the Year in 2019 and recognized for mentorship and leadership emphasizing professional standards including ethics, integrity, civility, and courtesy.
