Extends the repealer date for Section 77-3-721 from July 1, 2021 to July 1, 2024, continuing the requirement that user fees and charges under the Mississippi Telephone Solicitation Act be deposited into the State General Fund.

Maintains current funding mechanism where agency expenses are defrayed by appropriation from the State General Fund rather than from fees collected under the article.

Takes effect July 1, 2021.
