Reduces the felony expungement eligibility period from five (5) years to three (3) years after successful completion of all sentence terms and conditions.

Allows first-time misdemeanor offenders to petition for expungement of non-traffic convictions at any time.

Maintains existing restrictions prohibiting expungement of certain felonies including crimes of violence, arson, drug trafficking, multiple DUIs, felon in possession of firearm, sex offender registration violations, voyeurism, witness intimidation, exploitation of vulnerable persons, and embezzlement.

Retains requirement that felony petitioners must have paid all criminal fines and court costs and that district attorneys receive 10 days' written notice before expungement hearings.

Takes effect July 1, 2021.
