Repeals Mississippi Code Section 99-5-9, which currently allows courts to permit defendants to post cash bail bonds instead of surety or property bail bonds

Eliminates cash bail as an option for criminal defendants, requiring them to use surety bonds, property bonds, or guaranteed arrest bond certificates instead

Removes references to "cash bail bond" from fee collection statutes, so the 2% fee (minimum $20) and $10 Victims of Domestic Violence Fund assessment apply only to surety bonds, property bonds, and guaranteed arrest bond certificates

Guaranteed arrest bond certificates remain valid for traffic violations (excluding DUI and felonies) up to $200, backed by fidelity and surety insurance companies
