Creates new Section 23-15-808 requiring the governor-elect to form an inaugural committee, appoint an inaugural treasurer, and establish a separate inaugural fund for gubernatorial inauguration contributions and expenditures.

Requires the inaugural treasurer to report the governor-elect's appointment to the Secretary of State within two days and prohibits contributions until this notification is made.

Mandates the inaugural treasurer to file detailed reports of all contributions and expenditures exceeding $200 with the Secretary of State by January 31 of an inauguration year and annually by July 10 thereafter, under oath and subject to perjury penalties.

Requires inaugural committees to maintain separate, segregated accounts for inauguration funds that cannot be commingled with personal, business, or campaign funds, with all expenditures limited to inauguration-related expenses.

Establishes that inaugural committees must terminate and file final reports within one year after the governor's tenure ends or all final debts are completed, with violations subject to penalties including fines up to $3,000 and imprisonment up to six months.
