Children who turn six years old on or before December 31 may enroll in first grade at the start of that school year, changing from the previous requirement of turning six by September 1

Amends the definition of "compulsory-school-age child" to include children enrolled in first grade who will turn six by December 31 of that school year

Maintains existing kindergarten enrollment requirements, which still require children to turn five by September 1 of the school year

Preserves provisions allowing out-of-state transfer students to enroll at their previous grade level if they meet specific residency and accreditation requirements

Effective date of July 1, 2021
