Establishes that federally qualified health centers (FQHCs) and rural health clinics (RHCs) receive $31.28 per encounter as a facility fee when serving as the originating/referring site for telemedicine services, compared to $1.00 for other providers

Requires FQHCs and RHCs to bill using the T1015 encounter code when operating as the distant site (where the provider is located), with only one encounter code allowed per date of service

Mandates use of the "GT" modifier on claims to indicate interactive audio and video telecommunications were used for telemedicine services

Contains legislative findings that telehealth expanded access during COVID-19, can reduce spending, improves quality of care, and addresses healthcare workforce shortages particularly in rural areas

Takes effect July 1, 2021 and amends Section 43-13-117 of the Mississippi Code regarding Medicaid reimbursement policies
