Amends Section 23-15-213, Mississippi Code of 1972, to revise the election schedule and term lengths for county election commissioners in supervisors' Districts Two and Four.

Establishes a staggered election schedule where Districts Two and Four commissioners are elected in 2023 (serving 3 years), then 2026 and every 4 years thereafter, while Districts One, Three, and Five commissioners are elected in 2024 (serving 4 years) and every 4 years thereafter.

All election commissioners must attend a training seminar provided by the Secretary of State and complete a skills assessment before taking office.

Candidates must file a petition signed by at least 50 qualified electors from their supervisors district by 5:00 p.m. on the first Monday in June of the election year.

Takes effect July 1, 2021.
