Defines "sports pool" to include wagers on collegiate, amateur, professional, and e-sports events, as well as proposition bets, parlays, in-game wagering, and other bet types

Requires operators of digital platforms to be licensed as both manufacturers and distributors, with sports pool wagering accounts able to be established and funded electronically

Applies the existing 8% license fee on gross revenue exceeding $134,000 per month to operators conducting sports wagering through digital platforms

Removes the prohibition on fantasy contest operators offering contests based on collegiate sports events, while maintaining the ban on high school and youth sports contests
