House Bill 1045 Summary

• Adds a new qualified resort area category (item 24) for municipalities with population over 1,000 in counties traversed by U.S. Highways 84 and 98 that have not voted to come out from under the dry law, with local ordinance authority to regulate hours, revenue percentages, and location of alcohol sales.

• Authorizes governing authorities (municipalities, water districts, and county boards of supervisors) in specified qualified resort areas to issue package retailer's permits allowing lawful receipt, storage, sale, possession, and distribution of alcoholic beverages in those areas.

• Existing qualified resort areas in items 5, 7, 21, and the newly added item 24 may now have package retailer's permits issued by local authorities through ordinance or resolution.

• Takes effect July 1, 2021.
