Amends Section 99-19-81 to limit habitual offender penalties to felonies defined as crimes of violence, excluding nonviolent offenders from mandatory maximum sentences.

Amends Section 99-19-83 to require that at least one of three prior felony convictions be a crime of violence for habitual offender life sentences, preventing nonviolent repeat offenders from receiving life imprisonment.

Repeals Section 41-29-147, which previously imposed mandatory penalties for second or subsequent drug offenses.

Effective date is July 1, 2021.
