Establishes a 15-member Board of Trustees for Hinds Community College District, with representation allocated by county: Hinds County (5 members), Rankin County (4 members), Warren County (3 members), Claiborne County (2 members), and Copiah County (1 member)

County Boards of Supervisors will appoint trustees from residents of their respective counties, replacing the previous system where county superintendents of education automatically served on the board

Prohibits any Superintendent of Education whose school district is located within the Hinds Community College District from serving on the board of trustees

Sets trustee terms at 5 years, with staggered initial terms for newly created positions in Rankin and Warren Counties (3-4 years) to prevent multiple vacancies in the same year

Effective date of July 1, 2021, at which point county superintendents currently serving by virtue of their office will have their positions vacated and replaced with at-large appointees
