Authorizes county boards of supervisors and municipal governing authorities to establish summer youth work programs that provide temporary seasonal employment for eligible high school students

Requires participating counties or municipalities to compile and distribute job lists to high schools by March 1 annually, including detailed descriptions of start/end dates, duties, hours, minimum wage salary, and physical requirements

Establishes eligibility requirements: students must be 16-19 years old, not yet graduated from high school, and have no criminal convictions or pending charges except minor traffic violations

Permits counties and municipalities to accept public and private funding for program administration and student wages, and may award grants to nonprofit entities that provide participating jobs

Takes effect July 1, 2021
