Increases minimum littering fines from $50 to $250 and maximum fines from $250 to $1,000 for throwing cigarette stubs, cigars, or other ignitable materials on roads, highways, or private property

Allocates $100 of each collected fine to local litter prevention programs or school litter education programs as recommended by Keep Mississippi Beautiful, Inc.

Distributes remaining fine amounts with 50% going to the collecting sheriff or police department and 50% to the local fire department or volunteer fire department

Doubles minimum and maximum fines for second or subsequent convictions

Maintains existing $50 assessment per violation for the Law Enforcement Officers Monument Fund and scholarship programs for children of deceased or disabled law enforcement officers and firefighters
