Increases annual compensation for state service employees effective July 1, 2021, with tiered raises based on salary: $2,500 for employees earning up to $25,000; $1,500 for $25,001-$35,000; $1,000 for $35,001-$50,000; and $500 for employees earning over $50,000.

Directs the State Personnel Board to adjust the Colonel Guy Groff State Variable Compensation Plan to implement these salary increases.

Prevents any employee's compensation from exceeding their agency's executive head's compensation; limits increases to the executive head's salary level if necessary.

Requires the State Personnel Board to increase job classification end steps if needed to allow employees to receive their full entitled raise without exceeding their classification's maximum.

Directs the Legislature to appropriate necessary funds to provide the salary increases.
