Removes the age restriction (previously "before reaching his twenty-third birthday") for persons seeking to expunge a first-offense misdemeanor conviction from municipal court records

Allows first-time offenders convicted of misdemeanors in municipal court to utilize Section 99-19-71 expungement provisions regardless of their age at the time of conviction

Excludes traffic violations from the expanded expungement eligibility

Maintains existing requirements that the conviction must be a first offense and must follow the procedures outlined in Section 99-19-71
