Authorizes online voter registration through a secure website established by the Secretary of State for first-time voters and for existing voters to change their name, address, or other registration information.

Requires applicants to have a current and valid Mississippi driver's license or photo identification card issued by the Mississippi Department of Public Safety to register online.

Establishes verification procedures through software that confirms the applicant's identity, driver's license/ID number, name, date of birth, and citizenship status by matching against records maintained by the Mississippi Department of Public Safety.

Requires rejected applications to be reviewed automatically by county election commissioners and the applicant to be notified of rejection reasons and their right to appeal, consistent with existing voter registration challenge procedures.

Sets the effective date as July 1, 2021, and amends multiple related Mississippi Code sections to conform to online registration requirements.
