Expands eligibility for certificates of rehabilitation to include persons convicted of felonies under federal law, in state military court, or in other states, not just Mississippi state felonies

Allows persons convicted outside Mississippi to apply for rehabilitation certificates in their county of residence, rather than the court of conviction

Requires applicants convicted outside Mississippi to attach certified copies of their judgment and completion of sentence to their petition

Certificate of rehabilitation restores the right to possess firearms and certain weapons (bowie knives, switchblades, metallic knuckles, blackjacks, silencers) otherwise prohibited for convicted felons

Court may grant certificate upon finding the applicant has been rehabilitated, led a law-abiding life since sentence completion, and is not likely to be dangerous to public safety
