Authorizes community and junior college boards of trustees to approve institution-specific policies waiving out-of-state tuition when requested by the college president and deemed fiscally responsible and aligned with the educational mission

Removes the previous requirement that a local industry, business, or state agency must reimburse the college for waived out-of-state tuition amounts

Maintains the restriction that state funds can only be allocated for students residing within Mississippi

Provides an exception allowing associate degree nursing students from outside Mississippi to be counted for state funding purposes

Effective date of July 1, 2021
