Requires the Department of Corrections to convert three existing restitution centers (Greenwood, Flowood, and Pascagoula) into post-release reentry centers for individuals eligible for release who lack immediate access to housing.

Limits post-release reentry center stays to 90 days or until alternative housing becomes available, whichever is shorter, and prohibits detaining eligible individuals who refuse placement.

Requires the Department of Corrections to provide residents with assistance obtaining housing, employment/job skills training, driver's licenses, health care, educational services, substance abuse treatment, and other community support services.

Amends Section 45-33-35 to remove reference to "restitution centers" in sex offender registration procedures and updates Section 47-5-110 to reflect the transition from restitution centers to post-release reentry centers.

Repeals Sections 99-37-19 and 99-37-21 which authorized operation of restitution centers and takes effect July 1, 2021.
