Authorizes issuance of up to $1,300,000 in state general obligation bonds to fund the Delta Blues Museum in Clarksdale, Mississippi

Creates the "2021 Delta Blues Museum Fund" within the State Treasury to hold bond proceeds, with funds not lapsing at fiscal year end

Funds may be used for acquisition, storage, and relocation of artifacts; design, fabrication, and installation of permanent exhibits; and development of associated films and interactive components

Bonds must be issued before July 1, 2025, with a maximum maturity of 25 years, and are backed by the full faith and credit of the State of Mississippi

Bonds and income from them are exempt from all Mississippi state taxation and qualify as legal investments for trustees, fiduciaries, and financial institutions
