Revises the Board of Trustees for Coahoma Community College District effective July 1, 2021, increasing membership from 9 to 14 members with Coahoma County entitled to 6 members and Tunica, Quitman, Bolivar, and Tallahatchie Counties each entitled to 2 members.

Establishes the Board of Trustees for Northeast Mississippi Community College District effective July 1, 2021, with 15 total members: Prentiss County (6 members), Alcorn, Tippah, Tishomingo, and Union Counties (2 members each), plus 1 at-large member elected by the board on a rotational basis.

Allows one county superintendent of education from each county to serve on the Northeast Mississippi Community College board if the college president submits a recommendation to the county board of supervisors, though the supervisors retain final discretion in appointments.

Requires one county superintendent of education from each county comprising the Coahoma Community College District to serve on that board.

Takes effect July 1, 2021.
