Amends Section 27-115-55 to explicitly state that retail liquor stores are eligible to apply to become lottery retailers.

Modifies Section 67-1-51 to authorize package retailer permit holders to sell lottery tickets in accordance with the Alyce G. Clarke Mississippi Lottery Law, effective January 1, 2021.

Clarifies lottery retailer selection criteria by the state board, which must consider applicants' financial responsibility, location, security, integrity, and reputation without regard to political affiliation or contributions.

Maintains existing disqualifications for lottery retailers, including those convicted of security/integrity crimes, illegal gambling, felonies, false statements, or violations of lottery laws (unless 10 years have passed or violations were minor and unintentional).
