Creates a new delivery service permit ($500 annual fee) allowing permit holders to contract with licensed retailers to deliver alcoholic beverages, beer, light wine, and light spirit products to consumers within 30 miles of the retailer's premises

Requires delivery agents to be at least 21 years old, verify recipient age using ID scanning technology, obtain signatures upon delivery, and return products if recipients are underage, intoxicated, or fail verification

Prohibits deliveries to dry jurisdictions, during prohibited sale hours, or to anyone under 21; sealed packages must be labeled as containing alcohol

Applicants must provide proof of $1,000,000 general liability insurance, a training program for delivery personnel, attestation of no felony convictions, and registration to conduct business in Mississippi

Permits package retailers and on-premises retailers to apply for a delivery service permit as a separate privilege from their existing retail permit, with both permits subject to disciplinary action for violations during delivery
