Mandates the department develop procedures to accept Cambridge Assessment or other nationally recognized assessments in lieu of state assessments for determining student proficiency and school accountability ratings

Allows districts of innovation to use nationally recognized assessments to demonstrate student achievement and growth, with accountability ratings assigned based on performance compared to statewide assessment cut scores

Authorizes districts of innovation to develop modified accountability models consistent with the Every Student Succeeds Act that substitute nationally recognized assessments for state testing programs

Establishes six performance categories (A, B, C, D, F, and DOI) for the school accountability system, adding DOI designation for schools using alternative curricula approved by the State Board of Education
