Removes Robert E. Lee's birthday from the third Monday of January state holiday, leaving only Dr. Martin Luther King, Jr.'s birthday as the designated observance for that date

Retains Confederate Memorial Day (last Monday of April) and Jefferson Davis' birthday (combined with National Memorial Day on last Monday of May) as legal state holidays

Prohibits local municipalities and counties from substituting an alternative holiday for Dr. Martin Luther King, Jr.'s birthday, maintaining the same protection previously applied when Lee's birthday was included

Makes technical formatting changes to the state holiday statute, including adding letter designations (a-j) to each holiday listing
