Creates a special fund in the State Treasury called the "Mississippi Outdoors and Natural Resources Fund" to be administered by the Mississippi Department of Wildlife, Fisheries and Parks

Authorizes the department to solicit and accept donations, gifts, and grants from private sources for deposit into the fund, with unexpended balances and interest earnings retained in the fund rather than reverting to the General Fund

Establishes a grant program allowing the department to distribute fund monies to private entities for promoting and enhancing state and private parks, trails, outdoor recreation programs, wildlife conservation, and outdoor-related tourism and economic development

Requires grant applicants to submit applications describing the project, its cost, and the requested grant amount, with the department authorized to promulgate rules and regulations for program administration

Restricts fund use to grant-making purposes, requiring a two-thirds vote in both houses of the Legislature to amend the fund's purpose
