Amends a 1944 law that conveyed approximately 313 acres of state land in Hinds County to the City of Jackson for $50,000

Expands permitted uses for a specific parcel (South 1/2 of Northwest 1/4 of Section 25, Township 6 North, Range 1 East) to include a hotel and conference center as incidental to park and recreational purposes

Maintains the original reversionary clause requiring the land to revert back to the State of Mississippi if it ceases to be used for the specified purposes

Preserves the state's reservation of all oil, gas, and mineral rights on the property, with city consent required before any wells or mines can be located

The original 1944 conveyance required Jackson to construct streets including one at least 100 feet wide along Peeler Avenue
