Authorizes municipal governing authorities to permit golf carts and low-speed vehicles on designated public roads and streets within city limits by ordinance

Prohibits golf carts and low-speed vehicles on interstate highways, freeways, expressways, principal and minor arterial streets, and Mississippi or U.S. highways

Requires operators to possess a valid driver's license or temporary permit and proof of financial responsibility (insurance) while operating on public roads

Establishes municipal registration requirement with a registration decal displayed on the left rear fender; registration remains valid as long as the owner retains the vehicle

Defines golf carts as vehicles not exceeding 25 mph designed for golf course use, and low-speed vehicles as four-wheeled vehicles with top speeds between 20-25 mph, both requiring federal safety equipment standards

Effective date of July 1, 2021, with existing local and private acts authorizing golf cart use remaining in effect
