Defines prohibited expenditures broadly to include vaccine costs, supplies, personnel and administrative wages, facility costs, and transportation costs related to mandatory vaccination programs

Defines "public agency" to include all state, district, county, and municipal entities, including schools, hospitals, and health clinics that receive state funding

Amends emergency management law to explicitly prohibit the Governor from issuing executive orders that contradict this prohibition on mandatory COVID-19 vaccinations

Brings forward existing statutes on first responder vaccination programs, school immunization requirements, and childhood immunization registries for potential future amendment
