Prohibits operation of vehicles exceeding ten tons gross weight on public highways without metal protectors or flexible flaps on rear-most wheels to prevent debris from striking following vehicles.

Exempts pole trailers, dump trucks, and vehicles carrying an "F" license tag from the requirement.

Requires protectors or flaps to be constructed of substantial materials approved by the Commissioner of Public Safety, at least as wide as the tires, with ground clearance not exceeding one-fifth the distance from rear axle center to flap center.

Assigns the Commissioner of Public Safety authority to administer and enforce the provisions, with discretion to waive requirements if vehicle design cannot meet specifications.

Establishes penalties of up to $25 fine or 10 days imprisonment for first violation; up to $100 fine or 20 days imprisonment for second violation.
