Prohibits state officers, employees, and contractors from publicly releasing the number of votes cast in the general election for president until after the time set by law for presidential electors to meet and vote has passed in all states.

Allows the Secretary of State to release the percentage of statewide votes for each presidential candidate (to the nearest tenth of a percentage point), the ranked list of candidates, and the election winner before the electoral vote deadline.

Permits the Secretary of State to release partial results prior to receiving all voting district results and may disclose the percentage of registered voters represented by those districts.

Brings forward existing sections 23-15-787 and 23-15-789 regarding notification of elected electors and the meeting date of electors (first Monday after the second Wednesday in December).

Takes effect only after a majority of states possessing a majority of electoral votes have enacted the National Popular Vote Interstate Compact in substantially the same form.
