Amends Section 1-5-7 to require written requests before the Secretary of State provides copies of general laws and journals to legislative committee meeting rooms in the New Capitol, with requests coming from the Clerk of the House or Secretary of the Senate for their respective chambers.

Allows any recipient of general laws and journals listed in the statute to waive receipt by submitting a written request to the Secretary of State.

Removes the authority for Legislative Services Offices of the House and Senate to receive additional copies of general laws, journals, and local and private laws beyond those provided to individual attorneys.

Adds the Legislative PEER Committee as a recipient of local and private laws from the Secretary of State.

Creates Section 23-17-42 to authorize the Secretary of State to insert constitutional changes, alterations, or amendments proposed by initiative of the people or legislative alternative into the Constitution through proclamation, and to designate article and section numbers if not provided.
