Establishes a uniform definition of "veteran" across Mississippi statutes to include members of the National Oceanic and Atmospheric Administration (NOAA) Corps and its predecessor organization, the Coast and Geodetic Survey, along with traditional military branches and uniformed public health service.

Applies the expanded veteran definition to multiple state programs including veterans affairs assistance, vital records access, discharge record registration, county veterans service officers, home purchase programs, professional licensing, retirement system credit, motorcycle license plates, tuition benefits, and concealed carry permits.

Aligns Mississippi's veteran definition with federal law under 42 USCA Section 410, which recognizes NOAA Corps and Public Health Service members as veterans for federal benefits purposes.

Effective date July 1, 2021.
