Requires grant recipients to form collaborative regional partnerships and submit plans that define student graduation goals, propose enrollment numbers, identify target industries for employment, and include budgets with outside donations

Mandates professional skills curriculum covering communication, teamwork, dependability, adaptability, conflict resolution, flexibility, leadership, problem-solving, research, creativity, work ethic, and integrity

Requires private businesses to contribute up to 40% of total project costs through funding, equipment, or facility use, and colleges must offer at least six industry-recognized certificates

Creates an advisory board including legislators, state agency heads, and representatives from manufacturing, healthcare, labor unions, education, and at-risk youth to review program progress, analyze workforce gaps, and recommend certificate programs
