Creates Section 63-3-1315 to establish electric bicycle classification system: Class 1 (motor assistance up to 20 mph), Class 2 (throttle-only up to 20 mph), and Class 3 (motor assistance up to 28 mph), each with motors less than 750 watts.

Requires manufacturers to permanently affix labels to electric bicycles by January 1, 2022, displaying classification number, top assisted speed, and motor wattage in Arial font at least 9-point type.

Classifies electric bicycles as vehicles with same rights and privileges as bicycles, but excludes them from motor vehicle requirements including driver's licenses, registration, certificates of title, and license plates.

Prohibits persons under 16 years old from operating Class 3 electric bicycles; allows Class 3 bicycles to be ridden where bicycles are permitted but permits local authorities to restrict or prohibit their use on specific paths after notice and public hearing.

Requires Class 3 electric bicycles to be equipped with speedometers and mandates motor disengagement when rider stops pedaling or applies brakes; amends multiple sections of Mississippi Code to exclude electric bicycles from motor vehicle definitions across various statutes.
